Yes, [[Bardic Mojo]], [[Devotion|Clerical Devotion]], and [[Soul State|Paladin Soul State]] matter. Not to a huge degree, but they can make a difference, although they will not allow bypassing of hard-coded minimums.
The expansion of areas to recall was suspended due to resource issues, but with RECALL 2.0 those issues have been resolved and it is now easier to input new areas according to GM Dartenian.
