Ilaya Taipa is a small river-front trading town that is also the home to many River Elves. Ilaya Taipa also serves as a border town in Zoluren to Forfedhdar. The majority of the traffic coming through Ilaya Taipa are people who wish to travel from one of the mentioned province's to another.

Ilaya Taipa is governed by a council of elders, who do not work the town's ships. The elders act as mediators, teachers, and act when deals must be made with outsiders. As with all who fall within the province of Zoluren, they are still subject to the provincial rulership.

Ilaya Taipa is governed by a council of elders; those who no longer work the ships that form the town's livelihood. The elders are responsible for mediating disputes, forming bargains with outsiders and teaching the young.

They're located in Zoluren and are therefore subject to the provincial rulership.
