First, let's make sure we're on the same page with the words we're using, since in DR we screw with some common definitions.

Magic: Manipulating mana streams to produce supernatural effects.
Magical: Related to magic as defined above.

Not everything that produces a supernatural effect is necessarily magical, but much of it is. It really depends on each individual item, and how its creator conceives it. For your specific example, polo cloaks are magical. Your friendly neighborhood magic user can help confirm this:

You focus your magical senses on an azure-scaled poloh'izh hide cloak.
You sense very strong, unidentifiable magic coursing through the cloak.

A counter example would be soulstones, a supernatural material that has nothing to do with magic.
