First, let's make sure we're on the same page with the words we're using, since in DR we screw with some common definitions. Magic: Manipulating mana streams to produce supernatural effects. Not everything that produces a supernatural effect is necessarily magical, but much of it is. It really depends on each individual item, and how its creator conceives it. For your specific example, polo cloaks are magical.
