Notes

  • Triggers the heavy offensive magic cooldown. The base cooldown appears to be 5 minutes. This cooldown can be lowered with Debilitation skill and by learning the Debiliation Mastery feat.
  • Mind Shout applies all of the effects of Mental Blast. This means that it can deal increased nerve damage, knock its targets out, and cause them to drop held items.
  • The spell also messages to your neighbouring rooms although they are not affected. (A unearthly scream echoes from the <adjacent room of caster>.)
  • Causes charges of disturbing the peace when cast in justice areas.
