The result is based on the character's skill with power perception. As skill increases, characters can see different mana levels, and even the relative amount in other rooms.
Syntax
PERCEIVE - Provides an overview of current Lunar mana and your active spells.

PERCEIVE SELF - Checks for active spells on yourself.
PERCEIVE ALL - Checks everything you are able to sense.
