Mechanically, it's a necromancy and will affect non-Necros as normal for that. Clerics and Paladins in particular will want to avoid it. Lore-wise, the gods either cannot or will not commit to wiping out necromancy from the Plane of Abiding. They let Philosophers do gods-know-what (not even the Philosophers know what the Philosophers are doing when they cut across the ritual lines with the sacred knife), they're certainly not invested enough to root out hedge necromancy. Why is a great question, and we've gone over various possibilities over the years. -Armifer
