Jalbreth balm is used solely as an ingredient in conjuction with Eluned's second commune
Only fresh fish can be used to create jalbreth balm. Seafood dishes, including salted or smoked fish, cannot be used.
If you do not want to go fishing, you can purchase fresh lake perch from Net and Bait in Langenfirth for a small price. Each perch will result in one part of pulp when crushed in a mortar, which can be mixed to create one application of jalbreth balm. If you want additional applications of balm, you will need to buy and crush multiple fish.
