A distaff is a crafting tool used used in the place of a spinning wheel to spin fibers into thread for the tailoring discipline.

Creation and Repair
Currently, a distaff cannot be made, only purchased.
It is likely they will fall under the Engineering skill, most likely in the Shaping discipline because they are made of wood.
