Beseech the Wind to Echo quest

After getting the prompt from Tomma, head to Silverwater Mines in Zoluren. Move down the shaft to a ledge. Climb up the ladder to a niche. Say something ('ECHO, Echo, echo! is of course a classic) and wait (~10 seconds) for the return echo. Repeat until you you get the message that you've learned the tick. Required 60 Performance skill.

This is the minimum to get the Beseech, not to USE it. That requires more Performance skill.
