You'll need a minimum of 99 ranks of skinning skill, a perfect Bonus, and a carving knife (which can be purchased from a number of places, including the Engineer Society in Crossing).
Visit Tomma and ASK her about this beseech. Then head to Arthe Dale, to the Tanglefoot House, Living Room. STUDY the limb on the mantle three times (is this really necessary?), ARRANGE limb on mantle, draw out your carving knife, then SKIN limb on mantle.
