There are two Sand Barges that make the desert crossing from Hvaral and Muspar'i. These barges are pulled across the sands by the Yeehar beast of burden. Unlike the barges that cross rivers in other places where you can watch the barges pass each other, you will never see the other sand barge when crossing.
Without the sand barges, the only way left that would make getting to Muspar'i possible is the Moon Mage spell Moongate. Being on either sand barge for bonus purposes, you are in a neutral area.
