A Dwarven King of Rendstaan.

From the Dwarven Timeline

Approx 1200 years ago: King Heksoch Membrachson declares his city a free trading zone for all races, breaking the longstanding tradition of tariffs for all outsiders among Dwarven communities. Making matters sill worse, he issues the proclamation "in the Name of the King of the Dwarves." The other Dwarven communities break all economic and diplomatic ties with Heksoch and his town of Rendstaan at the next Thing. Rendstaan is effectively placed under boycott.

1100 years ago: Word arrives that King Heksoch of Rendstaan has died. He was only the second king ever of the Dwarven race, and the experiment is universally judged a failure. His five heirs each seek the acknowledgement and assistance of other Dwarven communities at the year's Thing, with inconclusive results.

King Heksoch dies around 990 BL.

The artwork on this portion of the wall depicts Heksoch, Warlord Membrach's son, leading his followers to found Rendstaan after Kwarlogians refused to elevate him to his father's position.
