Old enchantments like the vampire cloth would not be nerfed when the new system comes out. New Enchantments will be allowed on all material types, but Tyrium would have a "hardness" of 5. So the potency and magnitude of the enchantment would be very weak. Yes, this means your vampire cloth is likely stronger than new things coming out with respect to Tyrium. However a niello vampire sword may very well be stronger. I didn't design the vampire cloth so I can't say where it lies in my vision of gamewide balance yet.
The system will do a Tier calculation based on weight and stats. It will then assign an arbitrary "enchantability" based on that. Tier 4 stuff will mirror steel. Tier 6 stuff will mirror Tyrium. Tier 7 stuff is likely scripted/special anyways, and wouldn't accept enchantments.
Eventually. Keep in mind the first system, Artificing, is focused mostly on Enchanting tools, runestones and odds and ends similar to how Blacksmithing was. Binding and Invoking are where you'll find more of the spectacular oooh and ahhh types of things. As the game world matures we would introduce higher tier materials, which would require enchanted tools to work with. Tools could be further enchanted to have cosmetic effects, verbs, atmos and flares that nullify round time or produce spectacular effects. Imagine a forging hammer that screams when you pound... or a sewing needle that twinkles while you sew.
