The Crossing Town Hall is found N then E from the Carousel in central Crossing.

Lobby

[Town Hall, Lobby]
Surrounded by the nerve centers of the administrative arm of the local government, the lobby is an area open to the second floor with skylights in the roof overhead. Various offices open off the main floor, and a flight of stairs leads upward. An attempt at a cheerful paint scheme has become worn and faded with time until it is now a dusty grey and anemic beige, dull and unremarkable.
You also see a Citizenship Registration Office, the Town Collection Office, a notice for potential home buyers and a narrow door.
Obvious exits: out.

Citizenship Registration Office

[Town Hall, Citizenship Registration Office]
Several oval paintings line the off-white walls of this office, and a faint scent of old paper fills the air. A bored clerk sits behind a semi-polished desk occasionally glancing at a book entitled, "Rules and Regulations." A couple of plush wine velvet couches provide seating for those waiting, while a colorful fringed rug entertains a kitten that seems to have found its way through the doors.
You also see a clerk.
Obvious exits: out.

Debtors' Office

[Town Hall, Debtors' Office]
This large room is full of clerks processing citizens' and travellers' payments for the various debts, fines and taxes any town needs to operate. A well-worn and scuffed counter keeps the public at bay from the harried civil servants and the tile floor is badly in need of waxing from the countless feet that have shuffled in and out during the day. The room has that somewhat grim and cheerless feel common to most places where people are forced to hand over money.
You also see a heavy wooden sign.
Obvious exits: out.

A heavy wooden sign reads:
Here is where you PAY your debts.

The Office of Inspiration

[The Office of Inspiration, Work Room]
Very little furniture adorns this understated office, the walls formed of simple paneling to match the worn wooden floorboards that have seen better days. A small end table pushed against the far wall displays an array of books in various stages of use, some closed, others opened, their assorted pages earmarked to denote several passages of interest. At the center of the room, a large desk consumes most of the available space with its hulking form, scattered with crumpled slips of paper around two half-empty coffee mugs too long neglected to give off any steam.
You also see a narrow door, Tomas Thesaurusen and Bardon d'Erlyn who is seated at the desk.
Obvious exits: none.

Second Floor Landing

[Town Hall, Second Floor Landing]
A large but scraggly palm tree in a pot sits at the top of the stairs in an effort to liven the dull civic atmosphere. This floor contains the Mayor's Office and meeting rooms.
You also see the Mayor's Office, a short hall, a flight of stairs and the Council Chamber doors.
Obvious exits: none.

Mayor's Office

[Town Hall, Mayor's Office]
A large office, reasonably well-appointed with comfortable furnishings. Portraits of past mayors line the walls and you notice they all smile in the same way, a bit too wide and a bit too sincerely to make you trust them. An old but well-kept desk dominates the center of the room and a leather couch for guests sits along one wall. A window looks out over the town.
Obvious exits: out.

Council Chamber

[Town Hall, Council Chamber]
This spacious chamber, elegantly decorated, is where the Town Council meets in formal session. One of the most notable features here is the domed ceiling painted to resemble the night sky spangled with stars and moons. A very realistic and lovely work of art, this is a surprising find in this stuffy bureaucratic environment. A large horseshoe-shaped table for the members is the main furniture.
Obvious exits: out.

Short Hallway

[Town Hall, Short Hallway]
This short hallway leads from the second floor landing to the public Meeting Hall. Cream-colored walls are hung with portraits of various famous citizens and a series of engravings, copies actually, of the famed Elothean artist Hoa Kiu-Sawa's series called "7 River Views".
You also see some heavy double doors and a walnut display case with a brass plaque on it.
Obvious exits: east, west.

A brass plaque reads:
Ice Castle, by Fandella. Contest winner at the Ice Festival, 36th day of the third month of Lirisa the Archer in the year of the Iron Toad.

Public Meeting Room

[Town Hall, Public Meeting Room]
The largest room in the Town Hall, this is used for public meetings. Both official meetings and ones held at the behest of townsfolk will be had here. Sometimes visiting scholars will lecture for the edification of the populace as well. Dark oak panelled walls and polished floor are surprisingly clean and in good repair. Padded benches for the public's use are arrayed about a small stage and podium.
You also see some heavy double doors.
Obvious exits: none.

Short Hallway

[Town Hall, Short Hallway]
Austere and formal, this section of the hallway is bare of plants and clutter. An archway framed by ivy-carved molding opens in the south wall, its size and shape implying that a door should be housed within the arch's confines. An unsigned portrait of a woman hangs directly across from the archway.
You also see an arched door.
Obvious exits: east, west.

Lottery Office

[Town Hall, Lottery Office]
The expansive area is divided by a rosewood counter. On the public side of the counter, there is a carpet with a threadbare path paced into it and a wilted plant. Except for the smudged handprints smeared on the paint, the walls match the cream color of the hallway outside. The work side of the counter is considerably less cheery, with desks centered in small partitioned squares. Two dusty chandeliers attempting to compensate for the lack of windows cast a dreary glow on patron and civil servant alike.
You also see a prize board, a lottery clerk, an archway, a counter and a large spherical cage filled with numbered balls.
Obvious exits: none.

Records Storage

[Town Hall, Records Storage]
This cramped, dusty office displays all the standard appointments that mark it as serving an extremely important role in the bureaucracy of the town government. Dilapidated, make-shift shelves are crammed full of books and papers that bear no evidence of being organized in any useful manner. Everything is covered with a thick layer of dust, and the walls and ceiling are stained with black from the smoke that rises from the single, small lamp that rests on a high desk in the center of the room. You also see arched door, a simple curtain and a sign.
Obvious exits: none.

Booth

[Town Hall Records Office, Booth]
You've entered a space which is wedged between two rows of filing cabinets and sectioned off by a heavy brocade curtain. In it is a simple modwir desk with an elderly clerk sitting behind it, peering over the mounds of paper which surround him. He snorts to himself once, mutters something under his breath, then returns to work.
You also see a simple curtain, Registrar Paltagir and a sign.
Obvious exits: none.

Short Hallway

[Town Hall, Short Hallway]
Continuing the austere style of this section of the Town Hall, the space is bare of decoration. The walls are an unadorned pale yellow and the sole furnishing is an uncomfortable-looking bench opposite the oak door. A rectangular patch of slightly lighter paint above the bench hints that there was once something more here.
You also see an oak door.
Obvious exits: east.

Genealogy Office

[Town Hall, Genealogy Office]
Motes of dust drifting gracefully through muted shafts of light intertwine with the smell of old parchment. A barrier of desks, dull with age and use, straddles the room to create a counter between the public and the clerk whose job it is to maintain the records of the province and handle citizens' requests. Elegantly illuminated genealogical charts framed in rosewood hang behind the clerk's counter.
You also see an oak door and a meticulously dressed office clerk.
Obvious exits: none.
