I think stealth should be stealthy. That is, if a PC is attempting to be quiet and strategic, I want to give him the initative. Doing things "like ninja" (speaking in hiding, for example) should come with extreme penalties.

That's why I kind of like the basic formulation of nuking the room ignoring stealth. If you know a certain PC is in the room with you you should have options to interact with him. But I grant the current nuke options are not Paladin-friendly and we need to work out something here.
