A Dwarven King of Rendstaan.
From the Dwarven Timeline
Approx 1200 years ago: King Heksoch Membrachson declares his city a free trading zone for all races, breaking the longstanding tradition of tariffs for all outsiders among Dwarven communities. Making matters sill worse, he issues the proclamation "in the Name of the King of the Dwarves." The other Dwarven communities break all economic and diplomatic ties with Heksoch and his town of Rendstaan at the next Thing. Rendstaan is effectively placed under boycott.
