Magical enchantments are created through the lore skillset based Enchanting craft using Enchanting skill. Some enchantments require Arcana skill to invoke/use while other enchantments may passively work, regardless of arcana skill.
Precision
Precision reflects the "hardness" of the materials. This includes sigils and the base material. It is also what determines the Tier we consider most enchantments to be at.
Precision levels as they relate to enchanted item focus messaging:
