This staff was forged to commemorate the reign Emperor Baraliban, a Halfling Emperor who first served as a diplomat, bringing the Dwarves into the Empire of the Seven Pointed Star with his kindness, respect, and words after they had previously been betrayed by Humans. Baraliban then signed a treaty with King Zsehhdu of Ratha to bring Reshalia into the Empire.
