I'm able to get 5 charges, though i'm pretty sure it's based off of sigil stats and skill
The number of charges does not equal the number of total uses. Once the beacon is successfully targeted and cast against with FM, the beacon is completely destroyed. The Beacon is bound to the creator at creation time, and can only therefore be targeted by that specific Moon Mage.
