I can't and won't comment on any particular situation here, but I will say this -- mentors, just like all other players, are in fact expected to remain non-disruptive to the RP environment while speaking out loud in the game, including on the gweths.

Saying that they are lacking in standards to which they are held in this matter is not at all accurate, nor would it be accurate for any portion of the player base. The standards for this issue are covered by Policy 4. The reality is that GMs are just not everywhere in game every second of every day. If a situation is occurring / has occurred where players observe any other players being blatantly OOC and disruptive to their playing experience, it is best handled by bringing that particular situation directly to GM attention in game via REPORT or ASSIST.
