I did approach the problem, however, from the viewpoint of "What would make these armor skills useful" not "What would get them to wear leather/chain/brig." It sort of morphed into that question later, so I haven't really considered gaining bonuses from wearing full sets of armor. Frankly, I don't care if every Paladin is wearing heavy plate as long as they're using their other armor skills for something other than TDPS - or are at least capable of doing so. Making it viable for them to wear other armor sets and not feel super underpowered would be a bonus goal, but it's likely a bridge too far.
