Perversity has nothing to do with Divine Outrage. Only Social Outrage. As far as the Necromancer NPCs are concerned, lore-wonkery perspective, a Perverse is somebody who sees Necromancy as the pursuit of power, which is typically displayed by their brazen displays of it when there was no need for them. A Philosopher is somebody who sees Necromancy as the pursuit of the Great Work and the associated transcendence of their human (or S'Kra or whatever) potential. Zamidren Book and Xerasyth, both aligned to varying degrees with the Philosophers of the Knife, would have immensely high Divine Outrage as Necrolords who threaten the Temple's way of life. -Z
