If you want to move devotion up faster than what you are describing you should be doing more difficult rituals. The blood ritual has huge rewards, though it can be dangerous unless you have certain spells or an Empath handy. The play, bead, and stolen goods rituals can get pretty awesome as well depending on skill. The Preach Ritual has a pretty nice award if there's people around and on holy ground, and the Recite ritual awards nicely on holy ground regardless of people around. Did I mention skin offerings? Another hugely rewarding ritual that no one does.
If you really are having problems moving devotion using rituals, please list the rituals you are doing. If it happens that your rituals only extend to the very basic PRAY, kiss altar, wash altar, dance, etc, then no, you probably won't see much movement running through 8 of those. Moving devotion states near the high end is also much slower than moving up from the lower end. If you really want to get the most devotion from each ritual you perform, let your devotion get low. There aren't any penalties for having low devotion. Tanked devotion and ritually unclean states have penalties - but you have to do really bad things to get there.
