Good questions. The debilitation khri will still be an internal meditation, but will be noticeable to others. Prowess, as it is planned currently, heightens the physical presence of the thief in a way that causes anxiety toward those that are engaged to the thief. The intimidation felt by that khri results in reduced Reflex and Tactics. Currently, I'm planning on it being a Fear vs Will if the player is hidden, and Power vs Will if the player is out in the open. There will be no choice of who gets hit by the debuff, it will always target anything engaged with the player.

Eliminate is planned to allow for the next strike or two to be -shield -armor. This one won't allow other players/creatures to take advantage of the debuff, it will only let the player that enacted it to reap the effects. Think of it more along the lines of a buff to the thief for a few moments to know exactly where to strike to avoid both the possibility of shield blocking, and striking at the chink in the armor. Since the focus is on just one particular target rather than any target at any moment, it makes sense for it to have its potential determined by the player's debilitation skill. This one will probably be Power vs Reflex.

Cunning is planned to debuff Evasion, and will affect targets like Prowess, though will not work in hiding. For Cunning, the idea is that the player's movements are so fluid and refined that they end up being mesmerizing to targets, causing them to spend a little too much time paying attention to the thief and not enough time getting out of the way. This one is slated to be Charm vs Will.
