Well, no, there is a distinct thing that is necromancy. Even if the gods don't go ape over it it's still necromancy and affects people in bad ways (especially Holy types). It's more a question of why some necromancy is "okay" (in the plane-tearing village-burning soul-ripping ways magic is ever "okay" morally) and some of it causes the Gods Themselves to put you as public enemy number one.

And there's multiple reasons why this might be so. Intent. Scope. Divine cost/benefit analysis. Supernatural rules of conduct. Go back far enough in this category and I'm pretty sure I've advocated each one of those at some point.

The truth of the matter is... the Philosophers don't know what they're doing at virtually any level right now. They have very strong reason to believe (both via the Alchemy of Flesh and the Old Man) that Transcendence is a thing that exists and is within the purview of necromancy, but the Philosophers' "science of necromancy" still has some enormous holes in it.
