You're focusing on the wrong part of that statement. "Or at least make it not the wrong choice to wear a full suit of heavy plate."

I know exactly why people use the clown outfits or hot swap armor sets - TDPs. And that's a core concept that's not changing any time soon (Look at the outrage when we suggested something like that prior to 3.0 for TDPs.) Which is why it's a problem that needs a solution and leads to the second point of finding a way to utilize armor skills for Paladins in ways other than pure damage reduction.
