Pretty much. An important bit of our fiction is that magic is not a mystical force from outside reality: it is a force of nature, as sure as gravity, and has a place in the natural laws of Elanthia. Material like cambrinth and gwethstones exist because it is possible for things to react to mana just by the nature of their composition. This in part is why Barbarian rejection of magic is a messy and psychological affair: it's less the rejection of some specific, isolated Thing and more like adopting a vegan lifestyle.

On the other hand, the vast majority of magic comes by way of a magician's brain. Cambrinth is neat and does one thing really well, and presumably there are other materials to be found that also has latent magical properties to work, but the flexibility of laying spells down requires direct mana manipulation at some level.

Enchanting will likely include both working with exotic materials (cambrinth, chakrel, etc.) and the more classic spell crafting within its purview, depending on the recipe's conceptual requirement.
