Celestial Forum
Found in northwestern Throne City, The Celestial Forum is a gathering place for Moon Mages, where members of the Celestial Compact may host meetings, hold votes, and send out Goldcap messengers to summon Moon Mages to the meeting.
Atrium
[The Celestial Forum, Atrium]
A compass rose is set in the floor, its deep blue ceramic tile contrasting the white marble of this sprawling atrium. At the points of the cardinal directions, wide pillars stretch into flying buttresses from which drape streams of flowing silk. Sparkling crystal stars connected by silver thread trace constellations across each of the deep-blue silken banners. Further up, where the walls meet the ceiling, the text of the Lunar Accord is carved into slabs of marble encircling the chamber.
You also see an ornate spiral staircase and a sculpted marble arch.

Too small to read from here, the text is interrupted periodically by the raised seal of the Lunar Accord.
Amphitheater
[The Celestial Forum, Amphitheater]
Two marble columns rise from the center of the room, reaching up to the vaulted ceiling far above. Rows of padded benches are arranged in a semi circle around an elevated dais between the columns. A wide balcony overlooks the amphitheater, providing more seating for onlookers and the rare petitioner awaiting his or her turn to speak to the assembled crowd. The back of the room is marked by a tall stained glass window depicting Jares Braun signing the Lunar Accord.
You also see a black maple podium with a couple of things on it.

Be it known that members of the Celestial Compact, whether representing
the Yavash, Xibar, or Katamba Assemblies, may call into being a meeting
of their peers consisting of all brother and sister Moon Mages to
discuss issues of vital Guild importance. A guideline is as follows:
* Paragraph 1-A: Only members of the Celestial Compact may make use
of the forum's functions and abilities, and should restrict such use
to better serve the Guild as a whole
* Paragraph 1-B: Any member of the Celestial Compact may TAP the
GAVEL to silence the main forum, and likewise TAP the GAVEL to break
that imposed silence

* Paragraph 2-A: Any member of the Celestial Compact may SUMMON
MOON MAGES via Goldcap messenger no matter where they be upon Elanthia's
expansive surface. The Goldcap is *only* responsible for notification

* Paragraph 2-B: The Goldcap shall provide two messages upon each
request. The first shall notify Moon Mages of the upcoming meeting
whilst the second shall occur one anlas later to remind all that the
meeting has begun
* Paragraph 2-C: Only one meeting may be called per eight days. Upon
this register will be marked the time until the next summoning will
be allowed

* Paragraph 3-A: Any member of the Celestial Compact may authorize a
speaker with a GESTURE. Such authorization will be rescinded
automatically if the speaker leaves the area, or at the GESTURE of
any Celestial Compact member.
* Paragraph 4-A, Amendment 2-D: In order to SUMMON a meeting, any
requesting member of the Celestial Compact must have at least SIX
additional members of the Celestial Compact present
* Paragraph 4-B, Amendment 2-D: Alternately, a Celestial Compact
member requesting a summons of a meeting must have ONE member from
EACH of the known and distinguished Sects recognized by the Moon
Mage Guild, these Sects being the Progeny of Tezirah, the Nomads of
the Arid Steppe, the Monks of the Crystal Hand, the Followers of
Fortune's Path, the Prophets of G'nar Peth, and Heritage House.
It is assumed the summoner represents Celestial Compact interests.

Page Four: Voting
* Paragraph 5-A: Any member of the Celestial Compact may START
VOTE to allow all Moon Mages present in the forum, and Moon Mages
alone, to cast votes. A vote may not be started if one is already
in progress. Prospective voters have sixty (60) seconds to place
their votes. Ballots shall remain anonymous
* Paragraph 5-B: Only the initiator of a vote may STOP VOTE. If
the initiator of a vote has left, there is no need to STOP VOTE,
and any Celestial Compact member may START VOTE at any time
* Paragraph 5-C: In the interests of fair voting practices, any
observer in the forum may COUNT VOTE to ensure that accurate
procedures have been followed.

Small gaethzen orbs held aloft by black marble shadowlings with spinel eyes cast a dim red light from above. In the corner of the room, a small buffet is attended to by a quiet steward.
