First off you need to have acquired all (8) medals from the Promotional Quests during Spring of 2020.
Find this guy:
You see Timekeeper Raerethrew, an Elothean.
Raerethrew has tilted almond-shaped cat-slitted amber eyes. His light brown hair is shoulder length and curly, and is worn tied back in a thin tail braided with violets and geshiloira flowers. He has copper skin and a plump build.
He appears to be a child.
He is in good shape.
He is holding a cocobolo folding chair in his left hand.
He is wearing a thick crystal monocle, a pale yellow brocade silk kimono embroidered with colorful birds-of-paradise, a traveler's rucksack, and some soft doeskin sandals.
ASK : Ask Raerethew about medal.
Raerethrew gushes, "I adore those treeshrews with all my heart, you know, the green and orange striped ones? With the tails? But then again, who doesn't! What I really really mean is, take this envelope and fill it with EIGHT different time-lost medals, then give it to me. I will NOT give your medals back."
Peering at your face skeptically, he adds, "Not seven, not nine. And not twenty-eight. Eight point zero, you understand?"
Once you fill the envelope with all (8) medals then bring it back to him.
GIVE : give envelope to Raerethew
Raerethrew accepts the bulging envelope and peers into it. Dipping a finger inside, he begins to stir as a crackling, chaotic energy emanates from him. With a satisfied huff, he pulls out an electrum kathla of eight incongruous medals depicting adventures of yore, and hands it to you. "There we go. Always wanted an exploding magical device, haven't you?" he says with a boyish grin. "Well, be careful, and remember that that thing likes you and you alone!"

In your right hand, you are carrying an electrum kathla of eight incongruous medals depicting adventures of yore.
FOCUS :You focus your magical senses on an electrum kathla of eight incongruous medals depicting adventures of yore.
The electrum kathla has a definite magic pattern, which is apparently a spell.
You recognize the pattern as a manifestation of Arcane magic.
The pattern appears to be the Temporal Eddy spell.
There is enough energy built up to invoke the spell.
STUDY :
You recognize that the kathla is a spellcasting device. The kathla will produce a magical effect under its own power if properly triggered, leaving your own talent out of the equation. Tales of humble heros producing spectacular magic because of a trinket find their anchor in reality here. There are few limits on the size or shape of spellcasting devices. Wands, rattles, staves and charms are common, but masterful enchanters have used pebbles or even dried flowers as the device's physical vessel. Most spellcasting devices contain a core of specially treated cambrinth to house the enchantment's charge, but a free-standing charge -- magical energy that simply hangs within its spell pattern -- is possible, at the cost of longevity.
While the kathla takes no spellcasting skill to work, invoking it is not effortless. Spellcasting devices require, at the very least, elaborate gesturing to function (a safety mechanism). Complex magic requires suitably complex perparations, often related to the realm of magic being used. It is not rare for a device to be keyed to the invoker's pulse, emotional state, bodily stance, surface thoughts or even prayfulness. The mixture of knowledge and discipline required to invoke these devices off hand demands practice.
You figure the simplest way to describe how to trigger it is "rubbing it, wearing it or invoking it."
This electrum kathla belongs to you.
