NEWS article 5-30:

Dateline 12/30/2014: BOATS AND PRIVACY

If a ship is at sea or anchored on the water, you won't get nudged/cautioned/warned if you are doing something lewd, vulgar, etc. In this respect, boats are the same as a lockable private room. On the flipside if your ship is moored to --anything--, even if the plank is guarded, the ship is considered a public venue so you need to watch your language and actions.

With all that said, we do wish that you take into consideration any guests that are onboard your ship if you start running pleasure cruises.

Note also that discussions of illegal activities will invalidate privacy even when at sea.
