>>What makes a Necromancer transcendent (or rather, what differentiates transcendence from the other states)?

The Alchemy of Flesh proposed that the chief feature of Transcendence is divine genesis -- the ability to create true life out of nothingness, essentially violating entropy. The most common practical effect desired out of this is living immortality -- immortality being reserved for the undead in the normal scheme of things.

>>How does this differ from Empathic transcendence (which PCs can't attain due to game balance)?

Ascension (the Empath thing) is uniquely a manifestation of mortal potential. Transcendence is acquiring a divine characteristic. One exalts, the other, well, transcends.
