There's a pretty major misunderstanding to how TKS works, which I'll attempt to clarify.

When you cast TKS, much like Shadow Web, it sets up a magical effect in the room that has, so to speak, a life of its own. TKS (and Shadow Web) do not care if there is anyone in the room at any specific time, it just Does Its Thing.

When TKS elects to Do Its Thing (at random but short intervals), it then does its first major decision: is it going to try and find a player or a creature? It rolls a die to decide which way it'll lean. There's massive favoritism toward it choosing to attack a creature.

If it chooses critter (and it will usually do this), it will attempt to find a creature in the room and then launch the attack. Nothing happens if it fails to find one.

If it chooses a player, it will attempt to find a player in the room. If this fails, it will default to trying to find a random creature.

End result: at any particular iteration of the spell, it is far more likely the spell will do nothing or attack a creature than strike at a player.

Since the spell is doing its own thing and not specifically keyed to the entrance of creatures and players, timing issues are simply a matter of luck. There is no hard-written limit that it must only attack a creature during its first attack.
