It is not.

While this is true visions should be viable. Without getting too technical at extreme levels of skill visions will have about half the bonus a perfectly bonded tool has. I'll leave it to you to determine what "extreme levels of skill" are.

You should always see the skill. Log please?

Overall curses... might be a touch more common in general. It's not trivial to compare the two systems side by side on that sort of thing.

I fully expect the need to tune some numbers, but I feel like I started fairly conservatively. It's a lot harder problem to fix everyone running around with amazing tools and giant bonuses than it is to repair an underwhelming system.
