The rate for riding the balloon was wrong. It also references an epedia cache of a forum post that is apparently wrong. The forum post below says 50 lirum and I verified on 12/13/2014 that it is 50 lirum. - Gallahan

Missing the exact step by step instructions from outside the Bard shop to the Landing Field in Aesry as well as the cost and currency required for the dirigible (i'm assuming flights leaving Shard are in dokoras).
