Copernicus, this is because your skill allows for 100 part skins always despite the random factor, most likely. However, unless you pass the second random check you are capped at a certain 'amount' based upon your guild. In this case, 70, as you can easily tell. If your skill were in a range where you could get say 65-91 part skins, you would notice a lot more variance but that many are still in the 65-70 range.
