The Test instance is a fourth world besides the normal 3 (Prime, Platinum, and The Fallen). It is where new systems are released for testing and commentary by a select group of players.
Access
Access is normally available for Platinum Subscibers, Community Leaders, Mentors, and other players individually selected by the GameMasters.
Before major system upgrades, the test instance is typically opened up to all subscribers for final beta testing.
