An item offered to another character does not change hands immediately. The recipient has 30 seconds to ACCEPT or DECLINE it, and the offerer may CANCEL the offer. Only one offer from a given character may be outstanding at a time, and a recipient who already has an offer pending cannot receive another. If time runs out, the offer expires.
Creatures, NPCs and scripted objects may handle GIVE themselves. Their results vary: an NPC might take a quest item, buy particular goods, return an item or ignore the offer. These branches do not use the player-to-player acceptance window unless their own messaging says otherwise.
