Description:	The Tingle spell sends an electrical current through the hands of the target, causing a strange tingling sensation to interfere with fine motor control and reaction time for a short period of time. This spell will also force people or creatures to drop what they are holding.
Effect:	-Agility (stat), -Reflex (stat), Target drops held weapon/shield
Example Messaging:	You gesture at a kobold. You send a soft jolt of electricity from your fingertips toward a kobold. A kobold grimaces as it drops a short sword and a target shield from its fingers! Roundtime: 2 sec.
Contest Type:	magic / fortitude
Devices/Tattoos:	Yellow inkpot

Works on critters that aren't holding anything, but does not work on non-bipeds.
When cast at a player, any held items that drop will go to their "at feet" slot.
