Define "better". Berserks do some things that dances do not, but likewise have some drawbacks that dances do not. In terms of straight buffs (which is what this thread is about), Dragon Dance is virtually impossible to beat without breaking the caps. It bonuses almost every single combat-related skill and stat, and either hits the caps or (with enough concentration) can get so close that the difference won't even be noticed in our current system.

With that said, I must repeat what I said at the start of this response -- zerks do a few things that dances do not, so saying one is better than the other requires a bit more context. In terms of sheer buff awesomeness, the only thing in the game that even comes close to DD is perhaps Paladin Lead.
