The problem here is global caps. If we say that 100 points is the cap for your sword, and kertig is sitting at 90, that leaves little room for adding fire damage to the blade. Now, if you use a magic metal that offers only 50 points for the sword, you'll have an extra 50 to spend on enchantments. This is a much more reasonable and balanced system in my opinion.

You have rare metals like kertig that make good blades and can have some minor enchantments on them, metals like covellite that have terrible stats, but serve as the foundation for the best electrical enchantments when alloyed with something stronger, and so on. Sure, nobody wants to wield a basty with mod slice. But if it also did severe frost damage, eh, maybe folks would change their mind.

Note that enchantments will likely run the gamut too. "Minor" can still encompass a lot. Adding +damage to a weapon is a major modification, but adding a 5% chance to proc a +tohit bonus, or adding a 10% chance to stand you back up when you get knocked down. Those sorts of things offer more flexibility AND might be useable on raremetal/magicmetal hybrid alloys. Especially if you opt to include penalties such as have them based on charges or requiring charging with mana...
