Base fee for the service is directly related to your circle. The higher up you are in the guild, the more he feels he can wring out of you. After that, Charisma applies a discount. The more he likes you, the less he feels like taking you for all you're worth. After that, Premium characters get an additional discount. Because. Time since your last removal is a binary effect. Either you have gone long enough to get a free ride, or you have not and the full fee applies. -Armifer
