While I'm not going to get pulled into the discussion of how shield protection factors into combat, I will comment on the arm worn penalty. Your average shields won't have one, simply put. The "cap" for protection is better than store bought, so even a tanned or DA'd store bought shield should still get to use its full protection when arm worn though there can be minor exceptions at the extremes. It's really only going to be an issue with the bestest of the best fest shields or DA'd top of the line shields that will see a reduction and then only when arm worn. Also keep in mind that the cap is taken into account when appraising the shield. So what you get on APPRAISAL when wearing it is what you'll get in combat.
