You should get two different messages when the various parts of [Shatter] wear off, which will show how long each of the effects last. If you knocked the shield arm completely out of the way, first you'll get a message like: An amazing spiderman regains some movement in his shield arm. When the shield debuff ends you should get a message like this: A friendly bystander flexes her left arm with a sigh of relief. The spell also works on targets with a natural shield, so even if you don't see a shield on the target it may do some good, though the messaging for these cases is a bit different.
