The arrows (and things working on similar mechanics) don't actually randomly kill anyone. There are skill based checks regarding potential to avoid them, and specific damage calculations involved. (Incidentally, Xito last year had no auto-kill abilities either, though he was quite dangerous prior to the sun orb situation!)

As far as it being arrows inside of a building, please remember that absolutely everything occurring right now is supernatural and of an origin that is far beyond what any mortal magic user can muster, literally manifestations at the behest of an Immortal.

You are completely correct, it is implausible and jarring for arrows to rain from above inside of a building! It is also implausible and jarring for water-sharks to 'swim' through the ground and come up to attack people, for jellyfish or vicious flying eels to rain down from the sky, for people to see sharks/eels/other creatures form in fountains and other self contained small bodies of water that are all man-made -- you can see where I'm going here.

Different things may push 'acceptably jarring' depending on the player witnessing it, absolutely, but please know that the intent is not to pull anyone out of immersion. These are intended entirely to be things that are not normal, even seemingly impossible, to the characters who witness them. They are, in a less than entirely welcome way for most, Holy miracles. Characters should probably be confused and scared, even if they know enough to attribute it to divine origin, precisely because it does violate some of what they see as the 'rules' for their world. That level of power and reality bending is pretty terrifying to come up against.

The Immortals in general do not do this sort of thing very often and nobody really knows why, even though it is obvious that they can and will at least occasionally. Dark aspects seem to be the ones who are the most likely to engage in such things, but it may also be that the particular manifestations that dark aspects tend to prefer are also the ones that are the least pleasant to witness and therefore garner much more attention. Prayers and offerings, even sacrifices, are often given precisely in hopes of being able to stave off catching the negative attention of an Immortal, no matter what sort of aspect they may be.

The Immortals are forces beyond the full understanding even of those who have a direct, undeniable connection to them (Clerics, select individuals who are particularly favored) far beyond that which comes with simple regular prayer. When dealing with them, their avatars, their creations -- seemingly impossible things may occur.
