I don't understand the complaint. Any class can effectively use Plate armor. In fact, many times it is extremely beneficial to do so.

Any enemy has the chance to roll a critical success and hit you for normal damage. Armor can potentially reduce this damage to 0, sparing you any physical wounds. You all know of them - the wounds that slowly pile up and eventually lead to bleeders, disease, stuns and death.

Cloth armor is practically incapable of stopping an entire hit. Chain little better. They lack the protection. Brigandine and Plate both offer significant advantages here, and I have plans to add one more in 3.2 (chance to critically deflect a hit with special messaging).

It really depends on you. Plate will penalize your defenses. But if the enemy is already penalized - or if you already have sufficient defenses to cap the bottom rung of to-hit - there is no reason NOT to be using it.

Similarly, if you know the enemy will be consistently hitting you (boss mobs, invasions of high level stuff, PvP) there is little reason to avoid heavier armor. It just may turn a stun into a hard hit and allow you the time necessary to LEAVE.

It is true that most folks tend to hunt in the range where the to-hit varies. Here is where being a Paladin shines. With lower hindrance they'll reduce the enemy's to-hit while still deflecting the occasional blow that slips through. But cmon - Paladins have little in the way of "Guild perks". Armor is their thing and they deserve to be good at it.
