>>I'm curious, is there a ceiling for how high we can get a spell's Potency or Integrity?

Yup.

>>If I have 500 Debilitating and am able to cast Demrris' Resolve at the mana cap of 70, will I be any more likely to affect MoonMageMan by casting the spell at the mana cap of 70 with 1500 Debilitating skill?

Nope.

>>Will the new Dispell analogous spell be any more likely to bring down this barrier than Demrris' Resolve? Will Dispell work differently against barrier spells like Worm's Mist?

If you try to brute force a spell through a barrier, you have to deal with the barrier first.
If you try to dispel a barrier, you do not trigger the barrier.

This means barriers are far easier to dispel than to punch through, which is the goal.
