I think you will find that almost every player has a different idea of what it is and what it means to be an Empath, so this sentence is not as simple as it might initially seem.

I am a big proponent of avoiding pigeonholing and shoehorning. I want to support all kinds of Empaths and not mechanically force people into this or that role, as has historically been the case. I definitely want to provide robust support for Empaths who want to heal and help, but I also don't intend to block Empaths who want to participate in the combat system more traditionally from doing so.

There have been a number of support abilities floated behind the scenes, but there are already numerous major Empath systems that are in line for being revamped (healing is one of these.) I don't want to get ahead of myself. :-)

For the last little while my focus has been the guildfest, but once that is safely over, I will be turning my attention back to development stuff.

This is more of a magic team question, but if you read the message you get upon learning the spell, it should be clear why it does what it does. Energy bolt is exactly what it says on the tin. It's so simple that any magic user can figure it out without being taught by a guildleader. A version that simply stuns someone is actually straying from that idea, I think, and is more complicated that a simple bolt of energy.
