Regarding SO/SC: We call it something (slightly) different because it is something slightly different. Without going too much into technical voodoo, only Necromancers are set up to have a very fine granularity of Social Outrage, where they can be "a little suspicious but not really problematic." Other characters engage the system in a comparatively binary, short term way. This is OK for most applications, but suggestions that we give SO to everyone would require a pretty substantial backend change. We might do that eventually, but it's not a snap-my-fingers kind of thing.
