I was ashamed to realize that I had never done such a test, so I did a quick one.

TL;DR:
 - Charging teaches most, discharging teaches somewhat, and focusing teaches a pittance.
 - Teaching from charge and discharge are both based on the amount of mana.
 - Learning is the same for enchantes and spells.
 - So to maximize learning, try to keep as much mana as possible flowing through your cambrinth, while avoiding wasting time on focusing.

Keep in mind that there are a lot of roundoff errors:

discharge 60 with Ease .08%
discharge 10 with max Harmony x8 .12%
discharge 10 with min Harmony x6 .08%
discharge 15 with max Harmony x4 .08%

Arcana: 744

Additional conclusions (keep in mind that the test resolution is only so good):
- Focus teaches a constant amount.
- Charging and discharging teach an amount that is linear with mana.
- Wasting discharged mana because your enchante is capped does not hurt discharge learning.
- Wasting charged mana because your camb is full does not hurt charging learning.
