NEWS article 2-36:

Dateline 5/9/2011: IF YOU HELP THE CRIME, YOU'LL DO THE TIME

By order of Prince Vorclaf, residents and visitors of Zoluren are hereby reminded that to openly engage in, or encourage the practice of any forms of criminal activity is punishable under provincial law.

In other words, *any* type of activity that blatantly encourages the open practice of pickpocketing or other forms of criminal behavior will be cause for your character to be charged by the justice system accordingly. This includes, but is not limited to: the announcing of "open pockets", the use of ACT or SMILE to indicate same, the open use of the gweth for same, and creative wording to get around actually saying it. Engaging in said activities will put you at direct risk for any and all applicable charges and subsequent penalties or fines.
